Here is a common piano with a piano. This issue probably started the day the piano action was regulated in the factory. The long term fix here is really a full regulation to the action. The hammers look uniform in their resting position, but they are actually sitting lower than they should be and there is too much hammer travel. A properly regulated hammer resrinf height would hide the fact that the key in question was actually not regulated properly in regards to its key dip. As a piano ages, the hammer resting height lowers with time in all pianos. Then the lack of proper dip revealed itself as the aftertouch disappears.
