Whenever there are two different color of wires being used in a duplex outlet installation, most likely one outlet is live and the other is switched. In order for this outlet to work correctly, the tab connecting the two line (hot) terminals must be broken. Do this ONLY on the line terminals. Do not cut the tab on the neutral side.
Use a screwdriver or a wire cutters to cut the tab.
